The server conduct rules implicitly state:

Quote
- A Jedi uses his powers and skills to defend himself and others, never to attack.  Therefore s/he shall not attack those who are not engaging (i.e. saber down, in chat, etc.)

and

Quote
- Do not simply jump into the fray when people are fighting outside the context of a duel, they may be practicing, or there may be Trials in progress. Ask before joining into FFA.

While it doesn't implicitly state "no laming" it would be implied therefore that if one is attacking unarmed players that they are not conducting themselves as a Jedi.  If someone comes onto the server and begins laming people, while there is no rule that states "no lamging" there is plenty within the spirit of our coduct rules that would apply even to guests, and I assure you that sort of behavior is not tolerated.

However, under the advisement of this thread, I will be adding something to the general server conduct.
